I want to dismiss the appeal of this alignment right off the bat:
The MYTHOS organization was not created to save the earth. It was created to protect its own. Many of the Mythos Soldiers, who do not understand their past lives, may see the MYTHOS organization as an opportunity to protect the earth and may fight to do so, but this should not be misconstrued as the typical super hero do-gooder team.
So, if your character is a rebel who just wants to save their own skin and doesn't give a shit about the fate of the rest of humanity, they really have no reason NOT to join MYTHOS.

The OTHER alignment is for a broad category of people who, for some reason, do not want to join MYTHOS but aren't in Alpha Mu Omega, either. Maybe they want to ignore the fact that they have powers, or maybe they want to start their OWN super hero team or maybe, after all this, they still just don't believe what's going on. Regardless, these vagrant soldiers are definitely still under the protective watch of the MYTHOS organization as Geras will not allow another Sailor Crystal to be taken.
At the same time, these characters are the most vulnerable, since they don't have the constant protection of friends and allies that MYTHOS members do, so the Alpha Mu Omega like to make these characters their prime targets (Congratulations, OTHER alignment, you are the Osaka Naru of this story).
