Strengths: You’ve really brought up a lot of cool stuff with this character: the development ideas and plans for power ups are great and I love everything about Hoplite Boreas. His uniform is really cool, and his skills and signature attack are absolutely great. Particularly, I liked your suggestion to have all Anemoi incorporate horses into their lockets, and I loved this skill:

That Wind Whistling Isn't a Coincidence; Hoplite Boreas' namesake was a bit of a lech. But that's okay, because so is he. Boreas has the abilty to command small bursts of cold air. While he could use this to blow into someone's face, he's much more a fan of using it to blow up senshi skirts. Enemy or ally.

Not just because it’s goofy, but also because it’s a skill that really tells you something about the character.

Although he is a bad boy, which is a spot formerly only occupied by Valdis, you’ve managed to make Milo troublesome in a different way and kept his motivations different from Valdis’s. A note to future applicants: It’s a wise idea to steer clear of bad boys for now.

Milo is a great example of using a few random likes and dislikes that aren’t completely out of nowhere and make sense with his personality. In particular, Milo likes include “comic book movies, Jackie Chan movies, driving, any party game that involves stripping”; although each like isn’t given a full paragraph describing the allure, the rest of his personality lends itself to Milo liking this sort of thing.

What I Loved: The uniform, the skills & attack, relationship with half-brother

Suggestions: Some areas were left unfinished, with a few unended sentences, mix-ups in phrase order and one or two character notes left toward the ends of sections. Just gloss over the app and fix some of those.
